 Lead Pastor 

Pastor Keith joined the staff at Victory in 2011. He first served as the Children's Pastor, before stepping into the role of Next Gen Pastor, overseeing family ministry. Pastor Keith assumed the Lead Pastor position in May 2020. He is passionate about growing the Kingdom of God and works tirelessly to that end. PK is quick to smile and you can hear his car before you see him. He and his wife, Angela, have two children, Ava and Anthony.

Worship  & Arts and Senior Associate Pastor

Pastor Len has been on staff at Victory for over 20 years. Pastor Len is passionate about worship and the community and he founded the Winchester Community Choir in 2009, which has grown to include 30 area churches and over 100 voices. Everything reminds PL of song lyrics. He and his wife Susette have 1 daughter.

Pete Duncanson

Family Life and Discipleship Pastor

Pastor Pete is our newest pastoral staff member, as of October 2021. He comes to us with years of experience at other churches.  He and his wife, Hannah (Wolfe), spent a lot of their formative years here at Victory.  Hannah grew up here, and Pastor Pete attended VC as a teenager. Hannah is an elementary school teacher in Frederick County.  They have two young sons.  Pastor Pete and Hannah oversee our Children’s Ministries as part of Family Life.

Youth Pastor

Pastor Sarah grew up attending Victory  and has been a part of the staff since 2019 serving as the Youth Pastor. She and her husband, Bradford, met here at Victory and are excited to continue to be a part of this church community. She's enthusiastic, passionate, and gets work done before other people even begin to think about it.

Hartley wigfield

Pastor Emeritus

Pastor Hartley Wigfield came to what was then First Assembly of God in November 1963 and served as Senior Pastor until his retirement in March 1993.  He has since been very active in everything at Victory Church, especially our Olive Branch Food Pantry. At 93 years old, he continues to exude love, wisdom, and warmth. He is a deeply loved pastor by everyone.

David cunsolo

Facilities Director

Pastor Dave has devoted over 40 years of his life to Victory, serving first as the Children's Pastor then as Lead Pastor. After retiring in May 2020, he became Facilities Director and continues to provide support where needed. His Italian blood makes him quick to laugh and easy to love. PD's servant heart of compassion is evident in all he does. Pastor Dave and his wife Kathy founded Victory's Rainbow Express Preschool and they have 4 children, 10 grandchildren, and a dog named Cousin Vinny. 

Haley cartwright

Administrative Assistant

Haley has been on staff since 2018 and the office could not function without her. In addition to assisting the pastors, Haley oversees the website and app. She loves Victory with a passion, and feels excited each day to come to work. Haley has two sons and a daughter.

Sandra mcartor

Financial Director

Sandra joined our staff in 2020 and has experience in public accounting, healthcare finance, as well as international and small business accounting. She has one adult son who lives in Maryland. Sandra enjoys hiking in the nearby mountains. Her favorite color is blue, but she is not a blue person. Her cheerfulness permeates the office. 

Angela Cross

Rainbow Express Preschool Director

Angela became the Rainbow Express Preschool director in 2020, stepping into the role after years of being employed as a teacher for REP. Her attention to detail and love for the lives we touch through our preschool is apparent. She juggles many roles as director, wife to our lead pastor Keith Cross, and mom to two, and she does it all with style and a smile.

Cheryl beasley

Victory Kidz Care Director

Pastor Cheryl has been on staff at Victory since 2008, serving in Pastoral Care, overseeing Women's Ministries, and then as Children's Pastor. In January of 2021, Pastor Cheryl opened Victory Kidz Care, Victory's newest ministry which provides full-time childcare. She eventually stepped down as Children's Pastor, focusing her attention on VKC. Under her leadership, VKC is growing quickly and Pastor Cheryl's excitement and love for the children in our community is evident. She's small but oh is she mighty. She and her husband, Scott, have two daughers.
